Hey everyone, 

You may have seen the headline news over the weekend that Donald Trump has indicated that the United States will withdraw from the INF Treaty of 1987. This is a very dangerous move and another sign that we could be on the verge of another Cold War. 

Please find attached a document with some background on the INF and suggested talking points on Trump’s decision, which you can use in your advocacy and media work (in particular those of you working in European context). 

From a campaigning perspective, this is important in two ways:

1. Another example that nuclear weapon states have no intention of pursuing disarmament. On the contrary, they are ripping up past agreements, modernizing their arsenals and inciting proliferation. It’s up to non-nuclear weapon states around the world to continue to seize the initiative by bringing the TPNW into force as soon as possible. 

2. The INF Treaty was of particular relevance to Europe, since it sought to eliminate a class of weapon that could reach Europe from Russia (then-Soviet Union). European nations in particular should respond to this reckless behavior, not by sticking their head in the sand as they have done until now, but by standing up for nuclear disarmament through supporting the TPNW. States that ignore or reject the alternate path offered by the TPNW are contributing to the dangerous descent into another Cold War. 

Short background on the INF Treaty

The 1987 Intermediate-Range Nuclear Forces (INF) Treaty was negotiated by Ronald Reagan and Mikhail Gorbachev. The INF required the United States and the Soviet Union to eliminate and permanently forswear all of their nuclear and conventional ground-launched ballistic and cruise missiles with ranges of 500 to 5,500 kilometers. The treaty marked the first time the superpowers had agreed to reduce their nuclear arsenals, eliminate an entire category of nuclear weapons, and utilize extensive on-site inspections for verification. As a result of the INF Treaty, the United States and the Soviet Union destroyed a total of 2,692 short-, medium-, and intermediate-range missiles by the treaty's implementation deadline of June 1, 1991.
