cambiamento delle politiche USA
Come risulta dalla lettura del ultimo londinese "Observer" sono nel
corso delle modifiche-cambiamenti di punti gravitazionali, nel State
Department, relativi alle precedente tattica di abuso della etnia
albanese nel Kosovo, e Macedonia, per peggioramento delle posizioni
degli alcuni regimi balcanici.
In pių, in seguito cito un articolo dal "Foreign Affairs Magazine",
dove un evidente professionista delle politiche estere statunitensi, si
rivolge al nuovo Presidente, rivelando alcune manovre precedenti,
utilizzando Dr. Sali Berisha. gli interessi della Bulgaria, etc. In
tutto, la metodologia usata nel ragionamento, negli obiettivi, č

Sir:
We have never met, and you may only know me from the files; however I
had the pleasure of knowing your father a few times in the old days. He
is a fine gentleman and I hope he is well. I regret to inform you that
you have a hell of a situation on your hands in the Balkans.
We are very close to having a regional conflict ignite. Should this
happen you will find yourself in over your head and unlikely to be
elected for a second term.
This is not a theoretical debate over NMD or getting tough with North
Korea. We are not talking about whether to bomb some more defenceless
Iraqis or threaten China. We are talking about a critical situation
right now: Tomorrow and the next day, not next month or next year.
I'm sure you get briefings about this from your staff and you feel the
situation is well in hand. I would respectfully disagree, and heartily
wish our fighting men were not once again being put in harm's way
without a clear mission like in Vietnam.
Our military is still recovering from that fiasco.
Much of the Vietnam escalation was built around a very questionable
incident in the Gulf of Tonkin. I'm sure you've heard of that. What you
might not know about is the incident the Kosovo War against Yugoslavia
was built around: The Racak Massacre.
Sir, the Racak Massacre was as phony as a three dollar bill. I think Ms
Albright knew this at the time but I cannot prove it. However I can
prove that the British set the whole thing up and the Albanian
insurgent army (KLA) was happy to go along with the results.
I heard about the Racak Massacre five weeks before it happened while
associating with some British "service" fellows that just happened to
be in Prishtina. It was a thing of beauty and the media fell right into
it. Suddenly, like the Gulf of Tonkin, we had an incident to go to war
over.
What I am trying to tell you is that we got into this mess on false
pretenses. However the British are not the only ones with blood on
their hands. Our guys did a little number on the former President of
Albania, Dr Sali Berisha. You might want to read a bit about him
because he is a key figure in the Kosovo Liberation Army.
A deal was made with Dr Berisha during the Bosnian war. We would fly
our unmanned drones from Gjader in the north of Albania to monitor the
Bosnian Serb army and to gather intel for "Operation Storm." In return
we co-opted the OSCE to put the fix in for Dr Berisha in the 1996
elections and to ensure former Prime Minister Fatos Nano stayed in
prison.
Everything would have been fine if we had not pressured Dr Berisha to
grant us privileges at the naval base in Vlora. When he refused we went
to work to overthrow his government. Some of our "advisors" kept
advising him the so-called pyramid schemes were of a secure financial
nature. Of course they were not, and when they failed in 1997 about
half of the people in the poorest country in Europe lost most of their
life savings.
In the confusion and chaos that resulted from the people's revolt, the
followers of Dr Berisha looted most of the armouries in the country and
moved their weapon caches north to Gheg country. Suddenly Dr Berisha
and the Kosovo Liberation Army had all the weapons they needed and the
UCK went on the move.
I mention these two situations to give you some background your
National Security Advisor may have overlooked at this morning's
briefing.
The Albanian guerilla forces are well armed and highly motivated. Your
intelligence people have nothing in Albania -- you operate in a black
hole there. Weapons and fighters flow freely from there to both Kosovo
and Macedonia. The Albanian aim of a Greater Albania and an independent
Kosovo is served by military action in the theatre.
You should be concerned about recent actions by Bulgaria to send
material and men to Macedonia. Sofia probably has one of the stronger
claims on this territory. There are still many inhabitants there that
were born under the Bulgarian flag. In addition the situation in Turkey
could become critical in the next few weeks.
We are heading for a big fight and you are the man that will have to
make the hard decison about what to do. You must either pull our forces
out or escalate. To sit and do neither is to play into the hands of an
Albanian insurgency that grows stronger by the hour. Escalation cannot
be an option. Remember Vietnam and what it did to our country.
The Serbs may think they want to tangle with the Albanians but believe
me they do not want that to happen. The Albanians have sufficient
strength now to inflict losses beyond what the struggling government of
Mr Kostunica can afford. Mr Kostunica wants a fight because his support
at home is slipping despite what your people may tell you. He will be
gone in six months unless he can regain Kosovo.
Your people think they are clever in trying to have Mr Kostunica turn
former President Milosevic over to the Hague. Never going to happen
Sir. I doubt they even arrest him. Why would they do that when the
current Albanian attacks seem to justify the Milosevic actions?
The Serbs fooled us badly during the war. They are very smart people
and should be our friends. That's why I'm glad you are going to give
them back the RS when we annul Dayton and break-up Bosnia. You don't
want to fight these guys -- they are willing to take and dish out
casualties; just like the Albanians.
Your hands are tied because just one American death brings you your
first Foreign Policy crisis. Each side knows that and when it suits
their particular strategy the most we are going to see some GI's
killed.
You need to look into this Sir. With all due respect to Secretary
Powell and Ms Rice I'm not sure how many times they have been to
Albania or Kosovo. However your friend (and Mr Cheney's neighbor)
Harlan Crowe was there on that secret trip he took for you late last
year. You might check with him about some of this.
Best of luck Sir. When the experts start talking about Camp Bondsteel
and their dynamic strategy of "containment" just remember a place
called Khe Sanh and another called Dien Bien Phu. I'm not sure the West
is ready to learn those lessons again.
