weapons states to disable all the nuclear weapons in the world.

Dear Mr. President,

     I agree with your stated goal of preventing the proliferation
of nuclear weapons and the possibility of nuclear terrorism.  But
if the United States develops new nuclear weapons, as your
administration has announced, this gives the wrong message to
everyone that the possession of nuclear weapons enhances a
country's security.  As long as the United States gives that false
message, with deeds if not with words, other countries will also
want to develop nuclear weapons, either openly or in secret.

     The only way that we can truly prevent the spread of nuclear
weapons is by working towards global nuclear disarmament.  That
includes every country.

     As long as nuclear weapons exist, there is also always the
danger of a misunderstanding or accident.  Robert McNamara, who
knows something about this because he helped make decisions during
the Cuban missile crisis, wrote in his memoirs, "In Retrospect":

     "The point I wish to emphasize is this: human beings are
fallible.  We all make mistakes.  In our daily lives they are
costly, but we try to learn from them.  In conventional war, they
cost lives, sometimes thousands of lives.  But if mistakes were to
affect decisions relating to the use of nuclear forces, they would
result in the destruction of whole societies.  Thus, the indefinite
combination of human fallibility and nuclear weapons carries a high
risk of a potential catastrophe.

     "Is there a military justification to accept that risk?  The
answer is no."

     Please heed the advice from someone who has experience, and
help lead the world toward the elimination of all nuclear weapons.
