Riguarda la pericolosissima situazione dei giornalisti in Iraq, soprattutto di quelli che denunciano il regime attuale. Ho conosciuto uno di loro Uday: è una persona molto coraggiosa e determinata, ha già sperimentato la galere e la tortura e sono certa che sia in grande pericolo.

CAMPAIGN TO SUPPORT FREEDOM OF THE PRESS

AND FREEDOM OF _expression_ IN IRAQ

Press Release – 26^th April, 2012

 

Iraq's Journalist Protection Law, approved in August 2011 by the Iraqi Parliament which was facing  international pressure to reform its laws concerning the media, in fact constitutes a threat to independent media. It even leaves in place laws of the Saddam era that allow journalists to be imprisoned for up to seven years for insulting the government. The Iraqi Civil Society Solidarity Initiative supports a campaign to repeal the new law and asks the Iraqi Government to respect its international obligations to protect freedom of _expression_ as guaranteed by the Universal Declaration of Human Rights and the International Covenant on Civil and Political Rights.

In January 2012, when the Iraqi association “Society for Defending Press Freedom” (SDPF) challenged the journalists' law in the Federal Supreme Court, the Iraqi Civil Society Solidarity Initiative launched an international petition drive to support repeal of the law. SDPF’s case was rejected by the Court under the pretext that the SDPF did not have current registration papers. The SDPF is a long-established and reputable Iraqi organisation. Mr. Uday Hatem, journalist and head of the association, explains that his organization is registered since 2006 and presented all papers required to update the registration according to the new NGO law but didn't receive any answer by the NGOs Directorate of the Iraqi Government, thus the SDPF’s freedom of association is being violated.

The journalists Uday Hatem, Jawad al-Khafaji, Mustafa Nasser and Rahima Ahmed are bravely filing the lawsuit again today, this time in their personal capacity as Iraqi citizens. Due to the persecution faced by Iraqi journalists who have challenged institutions and powerful politicians, we believe that they are now in a potentially dangerous position. However, they are very concerned about the consequences of this law for Iraqi freedom and democracy, and are determined to continue. We declare our support for the Iraqi Society for Defending Press Freedom in this struggle!

-        endorse this campaign and write a message of solidarity to the SDPF

حملة لدعم حرية الصحافة وحرية التعبير في العراق

المبادرة الدولية للتضامن مع المجتمع المدني العراقي

- تصريح صحفي- 25 ابريل -2012 – للنشر والتعميم

"قانون حماية الصحفيين" المشَرع من قبل مجلس النواب العراقي يعَرض الصحافة المستقلة في العراق الى خطر. هذا القانون يفعل قوانين وأنظمة شرعت في زمن نظام الرئيس المخلوع صدام حسين والتي تضمنت عقوبات تصل الى حد السجن لسبعة سنوات بتهمة " اهانة الحكومة". المبادرة الدولية للتضامن مع المجتمع المدني العراقي تساند حملة نقض هذا القانون وتطالب الحكومة العراقية باحترام التزاماتها الدولية بحماية حرية التعبير وضمانها كما هو وارد في اتفاقية العهد الدولي للحقوق المدنية والسياسية وإعلان حقوق الانسان.

في كانون الثاني 2012، وعندما تقدمت جمعية " الدفاع عن حرية الصحافة" بدعوى قضائية الى المحكمة الاتحادية في العراق، قامت المبادرة الدولية بإطلاق حملة جمع تواقيع وباللغتين العربية ، والإنكليزية تأييدا لهذا التحرك المشروع. لكن المحكمة الاتحادية رفضت الدعوى معللة هذا الرفض بكون الجمعية اعلاه غير مسجلة وفقا للتعليمات الجديدة لدائرة تسجيل المنظمات التابعة لمجلس الوزراء. بالرغم من ان جمعية الدفاع عن حرية الصحافة مسجلة وتعمل في العراق منذ 2006 و السيد عدي حاتم رئيس الجمعية يؤكد بأنهم قدموا اوراق التسجيل المطلوبة للدائرة المختصة وقاموا منذ فترة بأكثر من متابعة لإتمام التكييف القانوني لتسجيل الجمعية، لكنهم لم يتلقوا جواب واضح مما يشكل انتهاكا صريحا لحرية التجمع وتشكيل المنظمات في العراق.

السادة الصحفيين:  عدي حاتم ، وجواد الخفاجي و مصطفى ناصر واحمد رحيمة، وتحملا لمسؤولية الدفاع عن حرية الصحافة قرروا التقدم بالدعوى مرة اخرة في 26- ابريل، هذه المرة بصفتهم  الشخصية وكمواطنين عراقيين. نظرا لحساسية الموضوع وللواقع الامني القائم الان في العراق وللتحديات التي يواجهها الصحفيون فان ذلك سيضعهم في دائرة مخاطر محتملة ، مع ذلك فأنهم والجمعية المعنية مستمرون في مطالبتهم المشروعة بإلغاء هذا القانون. لذا تعلن المبادرة الدولية لدعم المجتمع المدني العراقي مساندتها ودعمها لجمعية الدفاع عن حرية الصحافة في نضالها المشروع من اجل حرية التعبير.

بإمكان الراغبين من الافراد و المنظمات والجهات المعنية بمساندة هذه الحملة عمل التالي :-

-  نشر التصريح الصحفي لجمعية الدفاع عن حرية الصحافة (مرفق باللغة العربية والانكليزية)والخاص بالحملة في مواقعكم الالكترونية وإرسال الروابط الموصلة لها الى بريد المبادرة.

-  تبني هذه الحملة وكتابة رسائل تضامن مع جمعية الدفاع عن حرية الصحافة.
