 Dear Colleagues,

 The daily Panamá América newspaper today reports that U.S. Secretary of
 State Colin Powell made a secret visit to Panamá this week, including to
the
 former Howard Air Force Base.

 The newspaper also reports that Powell may have also made a similar trip to
 Colombia.

 Not a single U.S. correspondent covering Latin America or the State
 Department has reported this story.

 When the Panamanian press asked the U.S. Embassy in Panama City about the
