An EMS is an organized approach to improving the environmental 
performance of organizations -
private or public, small or large.  An EMS can be quite informal, with 
minimal documentation; this is a common approach in small companies.  Or 
it can be formal
and fully documented.  This approach is often taken by large 
organizations that have many high-risk issues to manage.
