DIAMOND TRADE CONTINUES TO FUND CIVIL WARS IN AFRICA

This week’s brace of revealing United Nations reports into the breaking of
Sierra Leonian diamond and arms embargoes have proved that there is a
continued and profitable link between the sale of conflict diamonds and the
provision of illicit arms on the international market to rebel organisations.
The report detail a network of traders and dealers and highlight
significant loopholes in the trading system for diamonds that facilitate
the movement of conflict diamonds within the legitimate market place and
shows the unwillingness of the diamond trade to ‘name and shame’ the
members of its ‘respectable’ trade that are continuing and are known to be
trading in these stones of death.
Report contains detailed recommendations for the diamond trade and
international community, such as the establishment of a global
certification system for the import and export of diamonds, the imposition
of sanctions on countries proven to be involved in this trade and stiff
penalties for any traders proven to be involved in trading conflict
diamonds. The diamond trade and international community must implement
these recommendations if there is to be any chance of ending the human
devastation in war-torn Angola, Sierra Leone and the Democratic Republic of
Congo.

Mission Highlights
· Serious food shortages are emerging in several parts of Sudan due
to late rains
· Aggregate 2000 cereal output, estimated at 3.6 million tonnes, is
about 14 percent above last year’s reduced crop but 18 percent below the
average of the last five years.
· Cereal import requirement, mainly wheat, for 2000/01
(November/October) is estimated at 1.2 million tonnes, of which about 1
million tonnes are anticipated to be imported commercially. Food aid
pledges stand at 34 000 tonnes, leaving an uncovered gap of 138 000 tonnes.
· Some 900 000 people are most affected by the current poor season
with 600 000 in need of urgent food assistance. In addition, some 2.4
million people affected by the ongoing civil strife in the south will need
continued food assistance in 2001.
· Urgent assistance is also required to provide seeds and other
agricultural inputs for the next cropping season that starts in June/July
2001 and to mitigate the severe water shortages in parts.

Mission Highlights
· The 2000 rice production (milled) is estimated at 94 000 tonnes
which is 55 percent of pre-war (1988) production.
· Liberia’s cereal import requirement, mostly rice, in 2001 is
estimated at 200 000 tonnes, of which 160 000 tonnes are anticipated to be
imported commercially, leaving a gap of 40 000 tonnes, which needs to be
covered by food aid.
· WFP is seeking a total of 21 000 tonnes of cereals and pulses and 3
800 tonnes of other commodities to meet the food needs of 285 000
vulnerable people, including refugees, IDPs and primary school children for
2001.
· Cassava production and consumption have increased over the years
due to effects of war. After accounting for losses, the Mission estimates
that some 480 000 tonnes of cassava will be available for consumption in
2001, compared to 308 000 tonnes in 1988.
This is expected to reduce somewhat the cereal import requirement.
