CONGO: JAILED ACTIVISTS DISAPPEAR

(New York, September 1, 2000)-- Human Rights Watch today called on 
authorities of the Rassemblement Congolais pour la Démocratie-Goma 
(RCD-Goma) and their Rwandan allies to reveal the whereabouts of four 
Congolese who disappeared after their arrest in Bukavu on August 29. The 
four were transferred from Bukavu to Goma, another town under RCD control 
and have not been seen since.

On August 26, seven persons were killed and at least forty-three injured 
when a grenade was thrown into a crowd at a religious fair in Goma. 
Authorities reportedly accused the disappeared activists of having passed 
information about the attack to the international press.

"Spiriting people away and holding them secretly is hardly appropriate 
behavior for authorities who claim to be liberators," said Peter 
Takirambudde, Executive Director for Africa at Human Rights Watch. "They 
must release these people or make public where the four are being held and 
grant free access to their families, legal counsel, and the International 
Committee of the Red Cross."

Three of those arrested, Paulin Bapolisi Bahuga, Gervais Chirhalwirhwa 
Nkunzimwami, and Aloys Muzalia Wakyebwa, taught at the Institut de 
Pédagogie, and the fourth, Régine Mutijima Bazalake was locally known as 
civil society activist. All four had reportedly been harassed by local 
authorities after they were named to a national assembly by Laurent Kabila, 
president of the Democratic Republic of the Congo. D.R.Congo is currently 
at war with Rwanda and the RCD-Goma. The four had not taken their seats in 
the assembly.

Students at the Institut de Pédagogie protested the arrest of the teachers 
on August 30. At least three students and perhaps as many as thirteen were 
injured when police fired into the air to halt the stone-throwing 
demonstrators.

The four who were arrested have not been found at the usual lockups in Goma 
and may have been sent to Kisangani or Kalemie, or to Rwanda.

CONGO: ACTIVISTES EMPRISONNES DISPARAISSENT

(New York, le 1 Septembre) -- Human Rights Watch appelle aujourdhui les 
autorités compétentes du Rassemblement Congolais pour la Démocratie-Goma 
(RCD-Goma) et ses alliés rwandais à révéler exactement ou se trouvent les 
quatre congolais qui ont disparu après leur arrestation à Bukavu le 29 
août. Les quatre ont été tranferrés de Bukavu à Goma, et n'ont pas été 
revus depuis.

Le 26 août, sept personnes ont ete tuées et au moins quarante-trois 
grièvement blessés, quand une grenade explosa dans une kermesse a Bukavu. 
Les autorités auraient arretés les quatre activistes en question 
parcequ'ils leur reprochaient d'avoir donné des informations sur cette 
attaque à la presse internationale.

"Faire disparaître ces gens et les tenir secrètement est un acte qui ne 
convient pas à des soi-disants libérateurs," a dit Peter Takirambudde, 
Directeur du Départment Afrique de Human Rights Watch. "Les autorités 
doivent relacher ces quatre personnes ou du moins dire au public ou sont 
actuellement détenus les quatre activistes. De plus, ils doivent leur 
permettre libre accès à leurs familles, à la Comité Internationale de la 
Croix-Rouge (CICR) ainsi qu'à leurs avocats."

Trois des quatre activistes disparus,  Paulin Bapolisi Bahuga, Gervais 
Chirhalwirhwa Nkunzimwami, et Aloys Muzalia Wakyebwa, enseignaient à 
l'Institut de Pédagogie, et la quatrièmme personne, Régine Mutijima 
Bazalake, était connue dans la région comme activiste de la société civile.

Tous les quatre avaient déja été harcelés par les autorités locales du RCD 
depuis que Laurent Kabila, le président de la République Démocratique du 
Congo, les avait nommés à une assemblée nationale -- quoique les quatre 
activistes n'avaient pas pris leurs places dans l'assemblée. La République 
Démocratique du Congo est actuellement en guerre avec le Rwanda et le RCD-Goma.

Des étudiants à l'Institut de Pédagogie ont protesté l'arrestation des 
professeurs le 30 août. Au moins trois étudiants, et peut-être jusqu'à 
treize étudiants, ont été blessés quand la police a tiré dans l'air pour 
empêcher l'avance des manifestants qui leur jettaient des pierres.

Les quatre activistes arretés n'ont pas été trouvés dans les prisons 
habituelles a Goma, et il se peut que les autorités les aient amenés à 
Kisangani ou Kalemie, ou même au Rwanda.
