* Congo (RDC). L'armee ougandaise  -  Le 25 avril, selon certaines
sources, les autorites ougandaises ont annonce le retrait de deux
bataillons de l'est du Congo, justifiant cette mesure par une
amelioration de la securite dans la region. Deux bataillons de 700
hommes chacun viennent d'etre retires de la region de Lume (30 km
de la frontiere); ils se trouvaient dans la region depuis l'an
dernier afin de combattre les rebelles ougandais des Forces alliees
democratiques (ADF) qui ont des bases arrieres au Congo. La
decision intervient moins d'une semaine apres l'annonce de la
reddition a Lume de deux hauts responsables militaires de l'ADF.
L'Ouganda a deploye des troupes au Congo en soutien aux rebelles
congolais, en justifiant cette presence par la necessite d'aneantir
l'ADF. - Cependant, le 26 avril, cette nouvelle a ete dementie par
le ministre ougandais de la Defense Steven Kavuma, qui a dit qu'il
s'agissait d'un "mouvement administratif ou un transfert de troupes
normal" qui n'a rien a voir avec un retrait anticipe. Tout retrait
de troupes ne se produira qu'apres l'application totale de l'accord
de cessez-le-feu, a-t-il indique.   (ANB-BIA, de sources diverses,

* Cote d'Ivoire. Projet de Constitution  -  Le 19 avril, le general
Robert Guei a soumis aux partis politiques le projet de nouvelle
Constitution pour laquelle il attend un avis dans une semaine. Le
general a indique qu'il attendait les propositions des partis a une
prochaine rencontre qu'il a fixee au 26 avril. Il a aussi tenu a ce
que les representants de toutes les couches socio-professionnelles
du pays participent a l'elaboration de cette Constitution, dont le
maitre d'oeuvre est la Commission consultative constitutionnelle et
electorale. Le texte de la Loi fondamentale doit etre soumis au
peuple par voie referendaire. Ce referendum etait initialement
prevu pour fin avril, mais des rumeurs persistantes annoncent son
report au mois de mai. Les elections generales (presidentielles,
legislatives et municipales) suivraient le referendum et devraient
etre terminees pour le 31 octobre prochain au plus tard, a indique

* Egypte. Injection monetaire  -  Le 24 avril, le president
Moubarak a ordonne a son gouvernement d'injecter dans l'economie 8
milliards d'euros en huit mois. L'Egypte souffre ces derniers mois
d'un manque de liquidites et d'une stagnation economique qui
rendent difficile la commercialisation d'importants stocks de
produits industriels et alimentaires.   (La Croix, France, 26 avril

* Ethiopia. Prospects of parched harvest  -  24 April: In northern
Ethiopia, they are planting for a harvest that farmers may never
reap. Although it is raining in the region now, it is unlikely that
seeds planted this month will survive the autumn rain and winter
frost. Everyone is watching the weather here to see if they can
predict whether the famine already affecting the southern part of
the country will spread to Ethiopia's densely populated highlands.

* Ethiopie. Aide supplementaire  -  La communaute internationale
s'est engagee a fournir 590.034 tonnes d'aide alimentaire pour
venir en aide cette annee aux victimes ethiopiennes de la
secheresse, a indique le 24 avril la Commission federale de
prevention au desastre. Ces promesses de dons s'ajoutent aux
100.000 tonnes avancees par le gouvernement ethiopien.

* Horn of Africa/Mozambique. Disaster areas in need of help  -  On
25 April, the UN Secretary-General, Kofi Annan, said famine could
still be averted in the Horn of Africa, but admitted that an
ongoing war between Ethiopia and Eritrea was deterring donors from
sending aid. "If those who have the capacity to help, do so, we
might be able to avert a disaster", Annan told reporters after
meeting UN Special Envoy Catherine Bertini, who has just returned
from a fact-finding mission in the affected areas. Bertini unveiled
a series of recommendations to help keep mass starvation at bay
across the region and said the UN would launch an appeal next month
for assistance to some 16 million people threatened by three years
of drought. The same day, a senior UN official urged the world not
to walk away from flood-ravaged Mozambique, saying the country
needs over $400 million to rebuild its damaged infrastructure.

* Kenya. Ban on ivory trade  -  The recent decision by the
Convention on International Trade in Endangered Species of Wild
Fauna and Flora (CITES) to uphold the ban on ivory trade until an
effective system of monitoring poaching is established, has come at
a particularly appropriate moment for the African elephant. This is
because the decision, reached in Nairobi, Kenya during the 11th
meeting of representatives of governments and organisations under
the auspices of CITES, comes at a time when the wild populations of
the African elephant is declining sharply because of uncontrollable
poaching and the illegal ivory trade. According to Kenya and India
poaching levels in the two countries today, are worrying. Last year
alone, the Kenya Wildlife Service confiscated nearly 2,000
kilogrammes of illegal ivory, up by 400% on the year before. In the
same period, the authorities in India confiscated more than 1,500
kilogrammes of illegal ivory. Without doubt, Africa's elephants
face a growing threat. In 1979, the African elephant population
stood at 1.3 million. Ten years later, the figure had come down to

* Kenya. Collision mortelle  -  Le 20 avril, au moins 69 personnes
ont perdu la vie dans une collision frontale entre un bus et un
camion sur la route entre Nairobi et Mombasa. L'autoroute, ou la
trafic est deja normalement intense, etait encore plus encombre a
la veille du week-end pascal. Le bus a heurte de face le camion
alors qu'il tentait d'en doubler un autre, selon un officier de
police. Le mois passe, un accident similaire entre deux autobus
avait fait 74 morts dans l'ouest du Kenya.   (ANB-BIA, de sources

* Kenya. Entire national football team sacked  -  25 April: Kenya
has announced the sacking of its national football team and the
team's coach, Christian Chukwu. At a news conference, the chairman
of the Kenya Football Federation, Maina Kariuki, said the decision
followed the team's poor performance over the last two years. He
said there was no hiding the fact that the national team had been
in a sad and sorry state. Mr Kariuki said a new coach would be
named after the selection of thirty new players over the coming

* Libya. Delay to be requested in Lockerbie trial  -  25 April:
Prosecutors will request a postponement in the trial of two Libyans
accused of bombing Pan Am Flight 103 in 1988, following the
introduction of new witnesses by the Defense, the Scottish Crown
Court said today. Proceedings are scheduled to begin on 3 May,
following two delays since President Gaddafi surrendered Abdel
Basset Ali al-Megrahi and Lamen Khalifa Fhimah last year to stand
trial at a former US air base, 24 miles southeast of Amsterdam.
"The Crown Office has requested a delay because the defense has
introduced a new witness list", said Crown Office spokesman Howard
Hart. He added that a special pretrial hearing would be held at the
special Lockerbie court at Camp Zeist on Thursday, "when the court
will decide whether or not to grant it".   (The Guardian, UK, 25

* Libye. Proces Lockerbie reporte?  -  Le 25 avril, le parquet
ecossais a indique a Edimbourg avoir depose une demande de report
du proces des deux Libyens soupconnes de l'attentat de Lockerbie,
cense s'ouvrir le 3 mai aux Pays-Bas. Pour se justifier, le
procureur a indique que l'accusation souhaitait "un delai
supplementaire pour etudier de nouveaux elements" deposes par la
defense. On indiquait encore que la demande de report etait liee
aussi au nombre des temoins (118) appeles a la barre par la
defense. Pour sa part, le parquet entend faire temoigner plus d'un
millier de personnes. Le juge ecossais Ranald Sutherland, qui
presidera le proces, se prononcera le 27 avril sur cette demande de
report. Ce proces historique a deja ete repousse a plusieurs

* Madagascar. Jubile: 3.000 prisonniers liberes  -  A l'occasion du
Jubile, envisage egalement comme un temps de reconciliation et
remise de peine, 3.000 prisonniers ont ete liberes a Madagascar le
25 avril. Ce resultat a ete obtenu grace notamment a un religieux
trinitaire, le pere Angelo Beccarello, present sur l'ile depuis 30
ans et responsable de l'organisme episcopal d'assistance aux
prisonniers. Pour solliciter le gouvernement a accueillir les
propositions de clemence, le religieux et l'archeveque de la
capitale Antananarivo s'etaient rendus personnellement aupres du
chef de l'Etat au cours de ces dernieres semaines.   (CIP,

* Malawi. Prisoners to vote  -  The Electoral Commission says it
intends to implement a much delayed High Court order that demands
"prison inmates be allowed to vote" in the long-shelved local
government polls scheduled for September this year. The country's
Constitution entitles every Malawian citizen from eighteen years
and over, to participate in elections, but prison inmates were not
participating. The Commission said any exercise permitting
prisoners to vote is "difficult and complicated". Two prisoners won
a landmark High Court order prior to the 15 June 1999 general
elections, but the Commission said the court order came too late
for registration, despite lobbies by human rights NGO's such as the
Civil Liberties Committee, to have the court order implemented.
Commissioner, Arthur Nanthuru says the over 8,000 people living in
Malawi's Prisons, will, for the first time, participate in local
government elections -- shelved since 1990.   (Charles Masapi, ANB-

* Maroc. Invasion d'un groupe arme  -  Un groupe arme algerien
d'une quarantaine de personnes est entre, jeudi soir 20 avril, en
territoire marocain et a pille plusieurs habitations avant de
regagner l'Algerie, a rapporte le 22 avril le quotidien Al Alam. Ce
groupe a seme la panique parmi les habitants de Jbel Osfour, a une
trentaine de km au sud d'Oujda. Ceux-ci ont demande la protection
des gardes-frontiere marocains, ajoute le journal de l'Istiqlal, un
des partis de la coalition gouvernementale.   (Le Monde, France, 25
