If Not Negotiations, Then What? 

Hashim Thaqi's refusal to recognise the right of Ibrahim Rugova, who won
Kosovo's local election in October, to accept the Yugoslav president's
invitation and, acting in the capacity of Kosovo Albanians' negotiator, talk
about coexistence of all ethnic groups in the province, speaks for itself that
certain Albanians feel that the only possible dialogue is the one to be
carried out through gun-barrels. If Hashim Thaqi knows in advance that
Kosovo's independence will be the result of possible Serbian-Albanian talks,
is there anything to talk about at all? If
certain Albanians cannot talk without international mediation, is it, perhaps,
because they are not convinced that their negotiation arguments are strong
enough or because they already know that the international community will help
them achieve the only goal they have, and which is not subject to negotiations
- an independent Kosovo?
