leaders of the nuclear weapons states to disable all the nuclear
weapons in the world.

Dear Mr. President,

     As terrible as the loss of life was on September 11, if the
terrorists had had access to nuclear weapons, half of Manhattan and
much of Washington could lie in ruins today.  The threat of
retaliation will not deter suicide bombers.  National missile
defense cannot guard against a small boat or a car approaching a
major city.  Unless we dismantle all nuclear weapons and dilute
weapons grade uranium and plutonium, terrorists will sooner or
later gain access to nuclear weapons.  As you pointed out in your
address to the United Nations General Assembly, they would not
hesitate to use them.

     We welcome your call for a two-thirds reduction in U.S. and
Russian nuclear arsenals, but what remains would be more than
sufficient to destroy thousands of cities.  We urge you to seize
this moment of world-wide concern about nuclear terrorism to take
the initiative to create a global authority that can enforce the
abolition of all nuclear weapons world-wide before it is too late.

     As we gather with our families for this Thanksgiving holiday,
let us be grateful that weapons of mass destruction have not been
used in more than half a century.  We owe it to our children and
future generations to make sure that they can never be used.
