The rearmament of Europe

 

For some time now, people have been talking about the rearmament of
<?xml:namespace prefix = st1 ns =
"urn:schemas-microsoft-com:office:smarttags" />Europe. This
is in reference to America, its excessive military power, its ability to
intervene unilaterally over the heads of the UN and NATO, and indeed any
alliance that might interfere in its quest for hegemony, which however
sometimes ends in defeat, as is happening in Iraq. It has been
suggested that the European Union ought to have an army comparable
to that of the USA, able to represent Europe with dignity in the
international military sphere, and thus to limit America’s hegemony.

 

The Movement for the society of justice is convinced that such a
conception is completely wrong, completely antithetical to
the human and ethical stature of the Community, to its
position and mission in the world.

The European Community was born after the sad experience of two world
wars, the tragic history of nation states involved in a «perennial war»,
a war that has dominated the whole of the modern era. The European
Community was born out of the will to overcome that past forever. It was
born out of the desire for peace and it has set itself up as a centre
of peace in the world. 

This ethical stature has been to a certain extent damaged by those
leaders who lined up with America in this unfortunate war in Iraq which
their people rejected: Blair in particular, but also Aznar and
Berlusconi. These leaders have already been bitterly repaid by the course
of the war, by the guerrilla war in which they have become helplessly
entangled.

 

Europe must remain a Community of peace. The Movement believes
that action must be taken in this sense.

1. One should not speak about rearmament, but about a common force for
peace, about the possibility of unifying the national armies in this
force, which is conceived only for the maintenance or the reestablishment
of peace in the world, if and when local conflicts arise (as far as
terrorism is concerned, it cannot be fought by deploying armies). And
this, the Movement holds, must be the principle of the «European Defence
Agency», recently constituted. No process of rearmament or increase in
armaments is therefore required.

2. On the contrary, the disarmament process must continue:
the abolition of conscription, arms reduction, the dismantling of
nuclear weapons and every weapon of mass destruction.

3. Pressure must be brought to bear on all member states, beginning with
those who possess nuclear weapons and who produce and sell arms
in the world; this trade must be forbidden, starting with the
states of the EU. This action must be extended to our American ally, the
Islamic countries and the UN. 

4. Pressure must be brought to bear on the UN so that when conflicts
break out, intervention may be swift; think of Darfur, for
example. We must act with determination, seeking alliances, in order to
resolve the current crises: Palestine, Chechnya, the plight of the Kurds,
and Darfur of course.

For the whole of humanity, Europe must be a shining beacon of
peace.

Il riarmo dell’Europa

 

Si parla, da qualche tempo, di un riarmo dell’Europa. Il riferimento va all’America, alla sua strapotenza militare, alla sua possibilità d’intervenire unilateralmente scavalcando l’Onu come la Nato, come ogni alleanza che comunque possa interferire nei suoi piani egemonici; che finiscono poi magari nella disfatta, come sta accadendo in Iraq. Si pensa che la Comunità Europea dovrebbe avere un esercito che possa reggere il confronto con quello americano, possa rappresentare degnamente l’Europa sul piano militare internazionale, possa condizionare quella egemonia.

 

Il Movimento per la società di giustizia è convinto che una tale concezione sia completamente errata, completamente in antitesi con la statura umana ed etica della Comunità, con la sua presenza e missione nel mondo.

La Comunità Europea è nata dopo la triste esperienza delle due guerre mondiali, la tristissima esperienza di un passato di stati-nazione coinvolti in una «guerra perenne», una guerra che ha  riempito l’intera modernità; è nata da una volontà che quel passato fosse superato per sempre. È nata da una volontà di pace e si è posta come un centro di pace nel mondo.

Questa statura etica è stata in certa misura danneggiata dai leader che si sono accodati all’America in questa disgraziata guerra irachena che i loro popoli rifiutavano: Blair in particolare, Aznar, Berlusconi. Leader che sono stati duramente ripagati già dall’andamento della guerra, dalla guerriglia in cui si sono ritrovati invischiati e impotenti.

 

L’Europa deve restare una Comunità di pace.

1. Non si deve parlare di riarmo, ma semmai del costituirsi di una comune forza di pace, dell’unificarsi degli eserciti nazionali in questa forza; concepita soltanto in ordine al mantenimento o al ristabilimento della pace nel mondo, qualora conflitti locali dovessero insorgere (quanto al terrorismo, non lo si combatte dispiegando eserciti). E tale il Movimento pensa debba essere il senso dell’“Agenzia europea per la Difesa”, recentemente costituita; nella quale perciò non deve svilupparsi nessun processo di riarmo o di potenziamento degli armamenti.

2. Al contrario deve continuare il processo di disarmo: la scomparsa della leva, la riduzione delle armi, l’annientamento delle armi atomiche e di ogni arma di distruzione di massa.

3. Un’azione dev’essere dispiegata su tutti gli stati membri, a cominciare da quelli che posseggono armi atomiche, che producono e vendono armi nel mondo; questa vendita dev’essere vietata. Quest’azione deve dispiegarsi anche sull’alleato americano, sulla costellazione islamica, all’interno dell’Onu. 

4. Si deve premere sull’Onu affinché allo scoppio di conflitti l’intervento sia pronto; pensiamo al Sudan, ad esempio. Si deve operare con forza, cercando alleanze, per risolvere gli attuali punti di crisi: la Palestina, la Cecenia, la sorte del popolo curdo, il Sudan appunto.

Nell’umanità intera l’Europa deve brillare come principio di pace.
