The Convention: a European flop

As Giscard d'Estaing presents the European Council in Thessaloniki with the
Convention on the Future of Europe's draft constitution, café babel casts a
critical eye over the past 15 months. What has become of the democratic
deficit ? Why did some aspects not work as expected ? The 'Euro-generation'
is launching the debate with one eye on the future; there is still much to
be done.
