I civili non sono vittime, sono costruttori di
pace
Iniziamo l’intervento con due appelli che ci
arrivano dai nostri
compagni in Cecenia e nella repubblica
democratica del Congo, ˙.
Your Excellency !
We appeal to you and all leaders of participating
nations of the Genoa
summit of July 21-22, 2001, to raise the
following issue.
As citizens of the Russian Federation our
conscience and sense of
responsibility compel us to draw your attention
to the tragic events
currently taking place in the North Caucasus,
were witness the daily
violation of basic human rights: life, health,
and security. Already
for the 20-month military actions have been
taking place in Chechnya
and nearby regions, bringing death and suffering
to hundreds of
thousands of people. This is serious threat to
the future of the North
Caucasian Region as well as the democracy in
Russia.
Both sides in the military conflict commit grave
violations of human
rights as well as international humanitarian law.
However, casualties
to the civil population and the material damage
perpetrated by the
Russian troops are by far the greater. What is
being done in Chechnya
is against Russian constitutional law as well as
international treaties
cosigned by Russia.
Under the guise of the officially
called ˙struggle with terrorism” in
Chechnya there was initiated wide-scale military
actions aimed at the
whole population of the Republic. That is a
cynical policy turning a
military campaign into genocide and inflicting
mass destruction of life
and property. In response to the action of
Chechen armed troops the
Russian forces respond by terrorizing the
peaceful population by
shelling and bombardment of the settlements and
subsequent violence and
plunder during ˙zachistky” (raids). Hundreds of
corpses have been found
showing signs of torture and execution after
being detained by the
Russian military.
If we are to struggle with terrorism and
establish peace and stability
in the region all of this makes exactly the
opposite.
In the refugees camps on the territory of
Ingushetia the situation is
absolutely desperate. Russian authorities trying
to push the refugees
back to Chechnya, stop the food supply from
federal budget and prevent
the incoming of humanitarian help from foreign
and international
organizations. Russian high-ranking military
officers threaten military
actions in Ingushetia.
As representatives of the Russian public from the
committee For
Termination of War and Establishing Peace in
Chechen Republic we
realize that to influence Russian authorities is
primarily the task of
Russian citizens ourselves. But we also believe
that the world
community should not observe impartially such a
tragedy or limit it to
empty declarations.
In this situation it is absolutely necessary to
demand from the Russian
Federation to stop immediately the violence in
Chechen Republic. And
really this conflict can be solved only by
political measures, witch
are not possible without peace talks between the
legitimate leadership
of Chechen Republic and Russian Federation.
This year at the end of March the members of the
committee For
Termination of War and Establishing Peace in
Chechen Republic appealed
to President of the Russian Federation V. Putin
and President of
Chechen Republic of Ichkeria A. Maskhadov to
begin peace talks
immediately and without preconditions. In May we
got positive response
from A. Maskhadov but as yet, have not got any
reply from the President
of Russia.
We appeal to you to raise most decisively at the
Genoa summit the
question of gross violations of Human Rights in
Chechen Republic.
We appeal to you to put before President V. Putin
the question of the
necessity to immediately begin peace talks
between Russia and Chechen
President A. Maskadov.
We appeal to you to insist on immediate access of
the international
observers to the conflict zone and restoration of
the legitimate
humanitarian aid to the forced refugees.

Al di l˙ di ci˙ che della guerra in Congo si sa,
c'˙ una realt˙ di
violenza strutturale che da ogni parte colpisce
un unico obiettivo: i
civili!
Quello che a prima vista si capisce di questa
guerra ˙ che un piccolo
paese ha occupato una parte quattro o cinque
volte pi˙ grande del paese
vicino.
La realt˙ delle cose ˙ assai pi˙ complessa:
Interhamwue (Hutu
ruandesi), May May (ribelli congolesi alle forze
ruandesi occupanti),
RCD (Rassembl˙ment Congol˙se pour la D˙mocratie,
ribelli al governo di
Kinshasa, appoggiati dai ruandesi) e forze
occupanti ruandesi di Kagame.
Ognuna delle parti in conflitto, non combatte
l'altra parte su un
fronte pi˙ o meno definito, ma ˙ venuta a crearsi
una situazione tale
per cui le uniche vittime sono i civili. Per
garantire la propria
sopravvivenza (i militari non ricevono lo
stipendio da anni) ogni banda
armata saccheggia i villaggi creando
un'insicurezza che fa s˙ che
migliaia di persone, dalla campagna all'interno
del paese, si riversino
nelle baraccopoli nella periferia di Bukavu. Le
campagne, che sono la
principale fonte di sostentamento del paese, sono
praticamente
abbandonate.
La vita nella citt˙ non presenta grandi
prospettive: tra gli abitanti e
i d˙plac˙s (i rifugiati dalle campagne) coloro
che riescono a
guadagnare un po' di soldi da qualsiasi attivit˙
commerciale, vendita
di bestiame o del raccolto, di notte vengono
derubati (e a volte
durante i furti incontrano la morte) dai militari
affamati che hanno
informatori civili nei mercati della citt˙.
Tra le conseguenze di questa guerra, ˙ sorta la
piaga della
malnutrizione infantile (l'alimento base ˙ il
Bugali, una sorta di
polenta di manioca che non contiene nessuna
sostanza nutritiva, e
riso). All'ospedale e in un centro nutrizionale,
abbiamo visto bambini
con i classici sintomi della malnutrizione:
gambe, guance e pancia
gonfie, pelle rovinata e sguardi spenti...
Il fenomeno degli "enfants de la rue", ˙ uno dei
pi˙ impressionanti in
citt˙. Molte famiglie non riescono ad occuparsi
dei figli (la scuola
pubblica costa 2,5 $ al mese, ma molte famiglie
non riescono a pagare
questa cifra per tutti i bambini della casa), e
cos˙ i bambini
finiscono in strada alla ricerca di un piccolo
lavoretto al mercato, di
un facile furtarello, della carit˙ di un ricco...
Dormono nei camion abbandonati e nei mercati; e
la notte spesso la
polizia fa dei rastrellamenti nei mercati e porta
in carcere tutti i
bambini che trova. Se dopo qualche giorno nessuno
viene a reclamarli,
viene loro fatta la proposta di diventare
soldati: l'idea di avere
un'arma, una divisa e la possibilit˙ di prendere
quello che si vuole
nelle "visite notturne" alle abitazioni civili, ˙
una proposta che fa
gola a molti bambini. Il problema ˙ che per
congedarsi dall'esercito ˙
necessario avere un permesso quasi impossibile da
ottenere, e quindi
molti bambini-soldato sono spinti alla
diserzione, con la costante
paura di essere braccati e arruolati di nuovo con
la forza.
Tra i civili, oltre ai bambini, le vittime pi˙
colpite dalla guerra
sono le donne, che sono quelle che maggiormente
subiscono le
conseguenze del disfacimento sociale. Nei
villaggi, ma anche in citt˙,
le donne sono spesso vittime di violenze sessuali
ad opera dei militari
che irrompono nelle case per rubare qualcosa. Nei
reparti psichiatrici
molte sono le donne ricoverate per problemi
psicologici causati dalle
violenze ricevute.
Spesso i civili in generale, a causa delle
percosse inferte durante i
furti, restano traumatizzati fisicamente e
psicologicamente.
La "Soci˙t˙ Civile", un'organizzazione che
raccoglie i membri del ceto
medio della citt˙, e la chiesa sono stati
protagonisti di una reazione
all'occupazione ruandese, durante il primo anno
di guerra. La citt˙,
tutta unita, si rifiutava di collaborare con gli
invasori, manifestando
in modo aperto il loro rifiuto. Questa
straordinaria forza di
opposizione nonviolenta si ˙ per˙ sfibrata col
tempo, fino a scomparire
del tutto: gli occupanti hanno trovato i loro
emissari congolesi,
cittadini di Bukavu che amministrano la propria
citt˙ per conto di un
paese straniero.
Dopo trenta anni di regime di Mobutu, durante i
quali ˙ stata distrutta
la coscienza civile degli individui, il popolo ha
accettato anche
quest'ultimo affronto, rinunciando ad essere
soggetto politico capace
di produrre un cambiamento. L'unica
preoccupazione ˙ quella di
sopravvivere alla giornata.
