 According to the Uruguayan newspaper "La Republica"  december 10, 2001
military cadets in Uruguay are being taught to torture.

The military maneuvers started "with a confrontation with a rural guerilla
 group"  The "subversive prisoners" were covered with hoods and submitted to
 questioning.  This pretend torture included shoving their hooded fellow
 cadets in water. All were let up before drowning.  Some officers shouted at
 the students during interrogation:  "Interrogate him. Don't be a coward.
 Stick im inthe water. They are communists and Tupamaros. Use your energy,
cadet."

 The officers directly invovled were Coronel Pioli and Lieutenant Coronel
 Montaner.   Some cadets admitted their surprise in having to interrogate
 "sbversives, communists, and tupamaros" who were their fellow students.
 they admitted that some cadets "had become enthusiastic" about the
 exercise.,

 During the military dictatorship in Uruguay hundreds were tortured and many
 died.  Uruguay now claims to be a "democracy".
