BODIES OF FOUR DISAPPEARED MEN FOUND

The bodies of four young men who were subject to enforced disappearance by municipal police in Ciudad Juarez, Chihuahua state have been found. Three police officers have been detained, but others implicated remain at large. Fears continue for relatives, witnesses and a local human rights defender.

On 13 April, the bodies of Juan Carlos Chavira, 28, Dante Castillo, 25, Raúl Navarro, 29, and Félix Vizcarra, 22 were discovered buried in a shallow grave on the Casas Grande road out of Ciudad Juárez. The bodies of the four men were discovered at the time that a judicial hearing was taking place in Ciudad Juárez to begin proceedings against three municipal police officers, who had been detained accused of the enforced disappearance of the four men. The three officers have since been charged and placed in custody. At least 15 other municipal police officers belonging to the Delta Force remain under investigation. They have not been detained and charges have not been filed against them.

Relatives of the victims who have pressed the authorities for action, as well as witnesses to the four men’s detention and a human rights defender working with families to pursue the legal case all remain at risk of threats and intimidation. The implicated police are suspected of collusion with organized crime gangs which are responsible for thousands of killings each year in Ciudad Juárez.

I am writing to you as supporter of Amnesty International, the non governmental organization which since 1961 has been working in defense of human rights, wherever they are violated.

 

I express concern at the discovery of the bodies of the four young men forcibly disappeared and apparently killed by members of the municipal police of Ciudad Juárez.

 

I call for relatives, witnesses and human rights defenders working on the case to be given protection in accordance with their wishes and the UN Declaration on Human Rights Defenders.

 

I call for a full, prompt and impartial investigation into the enforced disappearance and killing of the four young men and possible collusion between members of the security forces and criminal gangs.
