Sollecitiamo tutte le organizzazioni della societa civile, Ong, Terzo settore, ecc. ad aderire a questo documento elaborato dalla Rete mondiale JUBILEE SOUTH (www.jubileesouth.org ) per la cancellazione del debito estero dei paesi asiatici devastati dal maremoto - come sollecita Padre Alex Zanotelli (Vedi articolo del Manifesto ), che é appena stato pubblicato on-line da UNIMONDO, che ringraziamo per la tempestivitá.

In the face of Debt and Disaster:
Long-lasting Relief for the Peoples of the South!
We express our deepest sympathy and solidarity for the peoples of Sri Lanka, India, Indonesia, Thailand, Malaysia and many other South countries who are currently suffering from the devastation unleashed by the tsunami last December 26. We cannot overemphasize how profoundly saddened we are by the climbing death toll, numbering over 155,000 as of January 4, the many thousand others missing or injured, the destruction of property, the loss of livelihoods and the widespread dislocation of communities.
The Philippines was also severely hit by super-typhoons in the last few weeks, leading to the death of more than 1,000 people, the destruction of over 10,000 hectares of farmlands, and the rendering 53,000 families homeless and without access to clean water.
Now, more than ever, at their hour of greatest need, the peoples of the South must be heeded in their long-standing demand for debt cancellation. In the face of this massive destruction, northern and international creditors should not continue to hold South peoples in bondage for debts that have in large part, only contributed to their impoverishment and deprivation.
If there is any measure of sincerity in the outpouring of compassion from North governments for the peoples of the South, let this be through concrete action. In addition to emergency relief operations and rehabilitation, what we need immediately is:
UNCONDITIONAL DEBT CANCELLATION NOW!
Southern governments should not continue to prioritize debt service, and squander much needed public funds:
STOP PAYING ONEROUS and ILLEGITIMATE DEBTS! Prioritize relief and rehabilitation, basic social services, clean and safe water, and other human development programs!

Il maremoto nel Sud est asiatico è qualcosa di talmente immane che ci colpisce dritti al cuore. Ma non vorrei che questo dolore sparisse di colpo il giorno in cui riprenderemo i voli per andare a fare le nostre vacanze in quei paesi martoriati. Vorrei che questa tragedia costituisse invece un'occasione per riflettere sui poveri del Sud-est asiatico, che sono quelli che hanno pagato maggiormente il prezzo del disastro. In questo senso, ritengo necessario rilanciare la discussione sul debito: penso che sia imperativo cancellare immediatamente e senza condizioni il debito a tutte le nazioni coinvolte in questo cataclisma. Al di là dell'emergenza immediata, che pure deve essere affrontata con urgenza, penso poi che tale campagna per la remissione del debito debba essere inserita in un'azione a più vasto raggio, che riguardi tutti i
paesi poveri. Al G8 dell'anno prossimo, che si terrà a Edimburgo, dovrà essere esaminata l'idea lanciata dal ministro delle finanze britannico Gordon Brown, che ha proposto l'abolizione del debito ai 42 paesi più impoveriti della Terra.
Per quanto parziale - dal momento che non riguarda paesi non poverissimi ma comunque strozzati dal debito, come ad esempio il Brasile e l'Argentina - questa proposta è estremamente interessante e deve rappresentare un punto di partenza per un'azione di pressione internazionale della società civile sui governi europei. Campagne in questo senso sono già partite in Inghilterra; non in Italia.
Mi meraviglia il silenzio italiano, soprattutto dopo che nel 2000 il nostro paese ha approvato la miglior legge internazionale sulla remissione del debito. La legge 209, votata da tutti i
partiti di destra e di sinistra, prevedeva la cancellazione del debito come minimo per 8mila miliardi di vecchie lire. Purtroppo, questo testo è rimasto lettera morta: nel giro di tre anni abbiamo cancellato il debito totalmente a solo due nazioni. Credo che bisogna cogliere la tragica occasione di questo maremoto per rilanciare la discussione sulla legge 209 e sulla necessità di una campagna internazionale affinché lo spirito di tale testo divenga la politica comune di tutta l'Unione europea.
L'importante è cercare di ottenere la remissione del debito senza condizioni: una tale decisione politica non deve infatti costituire un cavallo di Troia per richiedere in contropartita ai paesi interessati la liberalizzazione dei loro mercati e l'implementazione di quel pacchetto di misure liberiste note come «consenso di Washington». A chi dice che i conti non torneranno, rispondo che basterebbe che il Fondo monetario internazionale (Fmi) venda una minima
parte delle sue riserve in oro per spianare tutti i debiti della terra.
Una proposta di questo tipo non lo si può lanciare semplicemente con un editoriale su un giornale. Mi piacerebbe invece che tutte le organizzazioni che si sono messe insieme per lanciare la remissione del debito nel 2000 e hanno ottenuto la legge 209 si ritrovino al più presto da qualche parte a Roma, per cercare di far ripartire alla grande questo movimento. In un momento così tragico e così grave penso che questa sia l'unica cosa decente e veramente seria che possiamo fare.
Il problema è profondamente politico e dobbiamo tentare di risolverlo in maniera politica attraverso misure economiche finanziarie che davvero facciano respirare le
popolazioni più povere del pianeta e restituiscano un po' di giustizia a un mondo profondamente disuguale.
