The Communities of the Cacarica basin were forcibly displaced from their homes three years ago but are currently in the process of returning to their land. Those community members remaining in Turbo are subject to paramilitary threats and violence. March 25, 2000 Colombia Support Network Chicago Chapter Less than one month after the return to the Cacarica Basin was initiated, three members of this displaced community, provisionally settled in Turbo, have been assassinated. There names are: ANTONIO HINESTROZA MOSQUERA, assassinated at 1 p.m. March 24; RICARDO ANTONIO GOES RESTREPO, assassinated at 10:15 p.m. March 22; and OTONIEL BAUTISTA MANTILLA, assassinated at 7:00 a.m. on March 22. These murders are believed to have been committed by members of the local paramilitary groups in Turbo, as direct acts of repression against the Cacarica Community's Process of Return to their homelands that just began. For the past three years, this Community has been the target of harrassment, accusations, intimidations and threats by army officials, the local police, and paramilitary groups alike. We ask that you call, send faxes, or e-mail as soon as possible the Commander of the 17th Brigade of the Colombian Army, General Carlos Vargas Forero, asking him to take the necessary measures to ensure the safety of the Community in Return to the Cacarica Basin, provisionally settled in Turbo.
