DESCRIPTION
More than two decades after the end of the cold war, nuclear weapons 
continue to pose a grave threat to international security. The 
stockpiles of the major nuclear powers still number in the hundreds or 
thousands, while the near-universal adoption of the Nuclear 
Nonproliferation Treaty (NPT) has not been enough to prevent nuclear 
aspirants from acquiring the means to produce their own weapons. The 
2014 Isodarco Winter School will address the challenge of strengthening 
nonproliferation rules and practices in a world where many states face 
real and perceived security threats. We will pay particular attention to 
the tensions between states that frame nuclear security primarily in 
terms of preventing terrorists and certain states from acquiring nuclear 
weapons and those that prefer alternative approaches, such as creating 
nuclear weapons free zones. Topics will include: a) technical aspects of 
protecting the nuclear fuel cycle; b) assessing new efforts to secure, 
cut off, and reduce fissile material stockpiles; c) issues posed by 
recent nuclear proliferation; d) the roles of international law and 
domestic measures in supporting a strengthened nonproliferation regime. 
Special attention will be devoted to practical steps to increase the 
capacity of the Vienna-based International Atomic Energy Agency to deal 
with its increasing responsibilities.

Confirmations are expected from additional eminent scholars who have 
been invited to lecture at the School. The course will be articulated in 
formal lectures, seminars offered by the participants, round tables and 
general open discussions.

GENERAL INFORMATION
A. English will be the working language of the School. There will be 
approximately 80 participants. They are expected to attend all lectures 
and seminars and to stay throughout the week-long course.
B. Applications should be submitted with the following information, 
which is compulsory even for those who have previously attended Isodarco 
sessions: Full name, date and place of birth, gender, full address 
(including e-mail address, telephone and fax numbers, if available). 
Present nationality. Degree and/or other academic qualifications. 
Present professional activities and work address. Publication list and 
field of interest. In lieu of publications, a letter of recommendation 
from a professor or a scholar in the field. No special application form 
is required.
C. Applications should arrive not later than November 18th, 2013 and

D. Applications will be considered by the Organizing Committee on the 
basis of the information submitted. All the applicants will be informed 
of the Committee's decision as soon as possible but not later than 
November 25th, 2013.
E. Participants are requested to arrive at Andalo any time on Wednesday, 
January 8th, 2014 and leave in the morning of Wednesday, January 15th, 
2014. The course ends on Tuesday Afternoon.
F. The nominal admission fee which includes attendance, accommodation 
and full board is 450,00 Euros. A reduced fee of 250,00 Euros is applied 
to students without a salary born in 1988 or after and to participants 
from Countries with foreign currency problems. If you wish to be 
considered for a reduced fee you must explain in your application why 
you qualify for it. Participants will be housed in double or triple 
rooms. The admission fee for single rooms, if requested and available, 
will be 750,00 Euros; participants asking to share a room with somebody 
in particular, if this is possible, will be charged an additional 50,00 
Euros for each person.
G. A limited number of family members can be accommodated at the Hotel 
Gruppo Brenta or nearby. Room and board for each member is 500,00 Euros 
for the entire period. Admission of families is limited and will be 
examined on an individual basis. Participants wishing to bring their 
families are requested to submit their application as soon as possible.
H. The school has no funds with which to defray traveling expenses.

J. Participants wishing to submit a paper for seminar consideration 
should enclose a short abstract of their proposed contribution in their 
application. The Director of the School will reserve some limited time 
for seminars considered particularly relevant to the program of the Course.
K. The Organizing Committee reserves the right to introduce any 
necessary change to the program.
L. Please mention in your application if you need a visa, indicating to 
which Italian Consulate you intend to apply. As it takes some time to 
receive a visa we urge participants requiring it to apply to the School 
as early as possible and to apply for the visa immediately after being 
accepted to attend the School.
Many Italian Consulates are reluctant to grant visas for a course that 
lasts only one week and the applicant must provide evidence of his 
professional qualifications and his specific professional interest in 
the topic of the course and that his only reason to come to Italy is the 
attendance at the Isodarco course. Isodarco, as an NGO, is not able to 
influence the decisions of the Italian Consular Authorities.
