The UN General Assembly on Thursday adopted a resolution supporting the political transition in Syria, which has been plagued by an 11- month-long political crisis, and calls for the appointment of a UN special envoy to the Middle East country. The draft resolution, which was drawn up by Saudi Arabia and introduced to the General Assembly by Egypt, was adopted with a vote of 137-12 with 17 abstentions. China appears to be an easy target for some Western media. A lack of confidence is the root cause for the unease of some Chinese when faced with Western accusations. Confidence comes from looking at facts from a historical perspective. We have to halt the stereotyped view of China, which is a player more willing to make concessions to avoid trouble. Andrei Ilyashenko ---- Russian diplomats have more than once brought the world´s attention to the fact that the UN Charter hinges on the principle of non- intervention. In his interview with Foreign Affairs magazine, William Luers, former president of the UN Association of the United States, upheld this point, saying that this US and Arab-backed Syrian initiative "is not a principle of the charter; it's an interpretation of the charter made by Kofi Annan"... ---- On Thursday, the UN General Assembly adopted by a majority vote a resolution on Syria drafted by Egypt with contribution from the US, France and Great Britain. Russia, China and 27 other member states voted against or abstained. Although having no binding force, this document may set a precedent allowing for interventions in the domestic affairs of other countries under the UN aegis. The vote took place on the anniversary of the first Libyan uprisings that had prompted a swift response from the United Nations. Within a month, the UN Security Council passed two resolutions that were allegedly aimed at protecting the Libyan people amid the ongoing civil war. However, the imposed no-fly zone, which originally pursued this noble goal, turned out to be 'a foot in the door' for the NATO intervention which backed the Libyan opposition. An eccentric Libyan strongman, Col. Muammar Gaddafi enjoyed little support in the Arab world or in the West. But ever since his ouster and the ensuing murder, Libya has been teetering on the brink of chaos with regions outside Tripoli quickly falling into field commanders´ hands. Syria is apparently facing a similar outcome. The country has now seen a year of anti-government protests. However, Russia and China - for the second time in four months - successfully blocked the Feb.4 resolution that left loopholes allowing for the Libya scenario in Syria. Russian Foreign Minister Sergei Lavrov branded the Western reaction to the Russian-Chinese veto as being "nearing hysteria." ...In the footsteps of her meeting with Turkish Foreign Minister Ahmet Davutoglu, US State Secretary Hillary Clinton proposed to tighten sanctions on the Syrian government to mobilize public opinion in their favour. Speaking at the UN assembly, Russia´s representative to the UN Vasily Churkin stressed that this draft resolution reflected an alarming tendency to isolate the Syrian leadership and impose a political regime from outside. Russia and China will clearly be taking forward a political dialogue between the Assad regime and the opposition. The Feb. 26 referendum on a new Syrian constitution and the upcoming parliamentary elections in May can create new opportunities for this. Moscow doesn´t even exclude the possibility of early presidential elections, Russia's Deputy Foreign Minister Mikhail Bogdanov was reported as saying. Still, in its effort to stave off another Libya-styled crisis that could trigger a major civil war in this multinational and multireligious country, the Kremlin does keep an eye out for more long term effects. Russian diplomats have more than once brought the world´s attention to the fact that the UN Charter hinges on the principle of non- intervention. In the wake of a recent US-Israel joint missile test and the ongoing tensions between Ankara and Tel Aviv, Turkish FM Ahmet Davutoglu said on Friday that any intelligence gathered by the NATO facilities should not be shared with a third country, especially if the country is Israel. Relations between Pakistan and the US are at an all-time low, after a November US air strike on a Pakistani border post killed 24 troops who were mistaken for Taliban militants. It took the Pentagon a month to reluctantly admit their part of the blame for the deadly mistake and offer apologies. But even without military facilities on Pakistani soil, Washington and its allies already have more than enough military force accumulated in the region to unleash full-scale war on Iran. The West considers Iran´s controversial nuclear program - which Washington and others claim without evidence to be at least partly military - to be a threat to be dealt with by any means necessary. But so far neither extensive economic sanctions against the Islamic Republic nor the assassinations of top Iranian nuclear scientists has stopped Iran from working on developing nuclear power, which Tehran maintains is solely civilian. A military operation against Iran is considered by many to be the most likely outcome of Iran´s refusal to stop its nuclear research. UN Secretary-General Ban Ki-moon, however, has rejected the possibility of a military strike on Iranian nuclear sites as an alternative to diplomacy. "There is no alternative to a peaceful resolution on this issue," Ban said Friday. Israeli Defense Minister Ehud Barak believes that a "nuclear Iran will be more complicated to deal with, more dangerous and more costly in blood than if it is stopped today." "Whoever says 'later,' might find that it will be too late," Barak said. Earlier in February, US Defense Secretary Leon Panetta noted the"strong possibility" of an Israeli strike on Iran in either April, May or June, before Iran enters a so-called "immunity zone," when its nuclear facilities will be too heavily fortified for an attack to succeed, the Washington Post reported. The attack on Iran, however, would be like committing a suicide, said Iranian Ambassador to Russia Seyed Mahmoud-Reza Sajjadi last week. "The issue of a military attack from America on the Islamic Republic of Iran has been on the agenda for several years," said Sajjadi. "If it attacks, we have a list of counter actions." Despite such self-confidence, it is highly unlikely that Iran will initiate an attack unless provoked by the US or Israel, says US Defense Intelligence Agency Director Ronald Burgess. "Iran can close the Strait of Hormuz at least temporarily, and may launch missiles against United States forces and our allies in the region if it is attacked," Burgess said. Tehran has repeatedly threatened to block the Strait of Hormuz, which connects Gulf oil exporters with the Arabian Sea, if any sort of a military attack is carried out against the republic.
