Il Consiglio d'Europa riunitosi ad Helsinky lo scorso dicembre ha invitato
la Commissione Europea a "preparare una proposta per una strategia di lungo
termine che faccia combaciare politiche di sviluppo economicamente,
socialmente ed ecologicamente sostenibile" per il Consiglio d'Europa che si
terrà il 15-16 Giugno a Gothenburg.
La Commissione ha preparato un documento preliminare che identifica alcuni
trend importanti e presenta alcune proposte di politiche in questo senso.

E' possibile inviare commenti, osservazioni e domande entro il 30 Aprile
2001.
Essendo temi importanti e sui quali sento di condividere con questa lista lo
spirito, faccio un pubblico invito a discutere sulla lista questa bozza ed
inviare tutti i commenti che emergeranno.
Seppur piccola, può essere una possibilità di intervenire nella definizione
delle "regole" della futura Unione Europea.
Se poi questo canale "istituzionale" non risultasse così aperto come
vorrebbe apparire, vorrà dire che almeno ci abbiamo provato.

The Helsinki European Council in December 1999 invited the European
Commission to "prepare a proposal for a long-term strategy dovetailing
policies for economically, socially and ecologically sustainable
development" for the Gothenburg European Council in June 2001.
The Commission services have written a consultation paper that will provide
the analytical underpinnings for this strategy. This consultation paper and
its executive summary can be downloaded below. The paper identifies some
important trends that pose a threat to sustainable development in the EU,
and presents a policy toolkit for tackling these problems. However, the
paper does not include specific objectives and measures. These will be
contained in the Commission's proposal for a sustainable development
strategy to the Gothenburg European Council.
Accordingly, this consultation paper aims to generate discussion and
encourage input from other EU institutions and civil society. The Commission
services propose to structure the debate around the 10 questions in the box
in the Foreword to the paper. All stakeholders are invited to respond to
these questions and to consider what more concrete measures should be
included in the EU sustainable development strategy for Gothenburg. 
Observations on the questions and other issues raised in the consultation
paper may be submitted here by using the attached <form_en.htm> or by
sending a document to our e-mail address <contact_en.htm>. The closing date
for comments is the 30th April 2001. Based on the answers to these questions
and other comments, the Commission will draw its proposal for a European
Union strategy for sustainable development which it will present to the
European Council in Gothenburg on June 15-16. 
A hearing to discuss this paper will be held on 26 and 27 of April,
organised in cooperation with the Economic and Social Committee. Those
