Ignoring caps, Obama proposes big boost in defense spending

WASHINGTON: President Barack Obama is asking Congress for $585.3 billion in defense spending for fiscal 2016, but doubts remain about whether actual Pentagon funding will come close to that level.


The president’s budget request, released Monday, seeks $534.3 billion in base funding for the military, plus $50.9 billion in war funding and other supplemental programs. If enacted, base funding would jump $38.2 billion — nearly 8 percent — while war funding would drop $13.3 billion — about 21 percent — relative to fiscal 2015 levels.


But unless Congress changes the law and lifts spending caps, known as “sequestration,” DOD will only receive about $499 billion in base funding for fiscal 2016.


War funding, which the Pentagon refers to as “Overseas Contingency Operations” or “OCO”, is not subject to sequestration caps.

Under the White House proposal, the base budget pie would be divvied up among the services: $126.5 billion for the Army, $137 billion for the Navy, $24 billion for the Marine Corps, and $152.9 billion for the Air Force. The other $94.0 billion would fund DOD-wide programs and activities.


There would be a reduction of 11,300 in total force military end strength from current levels. The Army would lose 15,000 active duty soldiers, Air Force and Navy active duty components would see modest increases in troop numbers, and Marine Corps active duty end strength would remain about the same.


Modernization programs would receive $177.5 billion across the department, including about $11 billion for the Joint Strike Fighter, the Pentagon’s most expensive acquisition program.


Lifting sequestration would require a budget deal between the White House and a Republican-controlled Congress. The two parties have been at loggerheads since Obama took office in 2009, and many political observers are skeptical that a deal can be reached. While GOP leaders generally support giving DOD budget relief, they are opposed to Obama’s proposal to remove budget caps on domestic programs. Obama and other Democratic leaders have suggested that they would oppose efforts to cut domestic programs to pay for higher defense spending.


There “seems to be a broad consensus in both chambers and in the executive [branch] that defense spending, as it has been the last couple years, is too low, given the global threat environment,” Kathleen Hicks, a defense analyst at the Center for Strategic and International Studies, told reporters last week. “Tradeoffs between defense and nondefense discretionary spending … will really be the big questions, because that’s what’s going to be required to increase defense spending above the sequester caps.”


In a press release put out Monday, the Pentagon warned that “a return to sequester-level funding would be irresponsible and dangerous, resulting in a force too small and ill-equipped to respond to the full range of potential threats to the nation.”


The war funding request remains high, despite the fact that U.S. troop levels in Afghanistan have been slashed to approximately 10,000. The $50.9 billion of proposed OCO money would go toward the ongoing train and assist mission in Afghanistan; training and equipping forces battling the Islamic State group in Iraq and Syria; a Counterterrorism Partnerships Fund; a European Reassurance Initiative to address NATO allies’ concerns about Russian activities in Easter Europe; and other programs.


Politically sensitive cost-saving proposals include:


Curbing the growth in personnel costs, including military pay and benefits.


Retiring older weapon systems, such as the A-10 Thunderbolt aircraft.


Eliminating excess infrastructure and facilities, including a request to initiate a new round of Base Realignment and Closure, also known as BRAC, in fiscal 2017.

Russia's aggression a game-changer in European security – NATO's Vershbow



Russia's aggression against Ukraine is not an isolated incident, but a game-changer in European security, said NATO Deputy Secretary General Alexander Vershbow.


"It reflects an evolving pattern of behavior that has been emerging for several years, despite our efforts to reach out to Russia and build a cooperative European security system with Russia," he said giving a speech to the Nobel Institute in Oslo on Monday.


Vershbow called on Russia to de-escalate the situation and to stop sending weapons and supplies to the rebels and to pull its soldiers and advisors out of Eastern Ukraine.


He said Russia cannot select the rules it wants to obey and ignore the others.


"We must stay united, stay firm and increase the costs to Russia of its aggression. Over time, Russia will see that it is in its own best interests to return to a policy of cooperation – but only if we show it, that we take our principles seriously."

U.S. to allocate Ukraine $117 million to counter Russian aggression




KYIV: The U.S. draft budget for 2016 provides Ukraine $117 million to counter Russian aggression, the Yevropeiska Pravda online newspaper reported.


"In response to the Russian Federation's aggressive acts and attempts to constrain the foreign and domestic policy choices of neighboring countries, the Budget includes proposals for political, economic, and military support to NATO allies and partner states in Europe," reads the document.


The document says that in order to increase resilience within the governments and economies most targeted by Russian pressure, the Budget provides an additional $117 million in foreign assistance funds directed specifically toward countering Russian aggressive acts in Ukraine, and $51 million for countering Russian pressure and destabilizing activities in Moldova and Georgia.


"This assistance will support efforts to bolster democracy and good governance, increase the capabilities of security forces, strengthen the rule of law and anti-corruption measures, and promote European Union integration," reads the document.


The document also states that the U.S. is ready to act as guarantor for granting $1 billion loan to Ukraine.


As reported, Ukraine and the United States signed the declaration on providing Kyiv with the loan guarantees of the U.S. government in the amount of $2 billion.

WSJ: US mulls supplying Ukraine with Javelin anti-tank missiles




The United States is considering supplying Ukraine with sophisticated “fire and forget” self-guided Javelin anti-tank missiles, the Wall Street Journal reported on Monday.


The newspape...said that the White House, which has until now been against providing Ukraine with lethal support, has been consulting with military leaders on the move.


However the newspaper, referring to White House National Security Advisor Susan Rice, said no decision has been made on supplying the weapons yet. It said top White House advisors are expected to discuss the issue this week, but a decision may not even be taken then.


If the Javelins are supplied to Ukraine, the weapons would be mounted on vehicles to grant Ukrainian forces rapid maneuverability against the tanks and armored vehicles of the Russian-backed militants, the newspaper said.


The United States has been supplying non-lethal military aid to Ukraine, in the form of bullet-proof vests, night-vision sets and counter-mortar radar systems to Ukraine in recent months, but no weapons and ammunition, the Wall Street Journal said.


It said U.S. officials have been discussing for months whether providing Ukraine with lethal arms would force Russia to cut its support for the militants in eastern Ukraine or escalate the military conflict further.


Despite sanctions being imposed on Russia for its illegal annexation of the Ukrainian territory of Crimea and destabilization of eastern Ukraine, the conflict in the Donbas has been escalating since early January. NATO and some Western governments accuse Russia of supplying arms to the militants, which Russia denies.

KYIV: President of Ukraine Petro Poroshenko is going to meet NATO Secretary General Jens Stoltenberg in Munich this week.


This has been announced by the Alliance speaker Oana Lungescu, an Ukrinform correspondent reports from Brussels.


"The NATO Secretary General and the President of Ukraine are scheduled to meet on the sidelines of the Munich Security Conference," she said.


As a reminder, the Munich Security Conference 2015 will be held on February 6-8.

MORON AIR BASE, Spain:- A platoon of Marines with Special-Purpose Marine Air-Ground Task Force Crisis Response – Africa completed an unscripted alert drill to test the unit’s ability to rapidly respond to regional crises, Jan. 29.


“At any given time we have an alert force ready to [respond] to crises in Africa,” said Capt. Daniel Lakhani, the platoon’s company commander.

SPMAGTF-CR-AF received an alert for a simulated medical evacuation mission at nearby Rota Air Base, Spain, early in the afternoon and gathered its on-call alert force to respond. The Marines assembled at a prearranged staging area, completed planning for their mission, and boarded two MV-22 Ospreys on Morón Air Base. The total time for conducting the rehearsal had to meet the requirement for the Marines to depart Spain within six hours of the order to begin their mission.

The two Ospreys, laden with Marines, departed the air field less than four hours after receiving the initial warning. Less than 30 minutes after landing at Rota Air Base, the Marines had successfully secured the area, pushed several hundred yards to their objective, and extracted the simulated casualty. The process was designed to test the command and alert force’s ability to come together, adapt, and react to the wide range of missions SPMAGTF-CR-AF was created to handle.


On any given day, the unit could participate in multinational training operations...or evacuate an embassy by direction of U.S. Africa Command.


“This mission is different from other missions or deployments the Marines have been on, whether it’s Iraq or Afghanistan, where they were conducting combat operations for a sustained period of time,” noted Lakhani... ====================================================================
