NATO to Conduct Steadfast Javelin Military Exercise in Estonia This Month




TALLINN: NATO's Steadfast Javelin cooperative military exercise is set to get underway later this month in Estonia, the chief of staff of the country's Defense Forces said.


The goal of the NATO drills, being run simultaneously with the large-scale Spring Storm international military exercises, is to practice the consolidated command of military operations of Estonian and allied troops.


The exercises will be led by the Allied Joint Force Command in Brunssum, the Netherlands, whose officers arrived in Estonia on Thursday.


“The decision of the Operational Command at Brunssum shows the significance of the Spring Storm exercises, and also strong support of the allies of the Estonian troops and the whole region,” said the Estonian Defense Forces’ Chief of General Staff Maj. Gen. Riho Terras.


“The planned NATO drills will give a great impetus to the development of our defense and give a possibility to the Spring Storm to become one of the most important exercises in the region,” he added.
This year’s Spring Storm involves over 6,000 troops and a record number of military units of NATO allies, including infantry from the Duke of Lancaster's Regiment, soldiers from Latvia, troops from the 173rd Airborne Brigade Combat Team of the US army, as well as military personnel from Lithuania.


In addition, three Polish Sukhoi Su-22 attack aircraft will take part in the drills. The exercise also involves anti-aircraft personnel from Belgium and a group of French cyber defense experts will participate for the first time.


The Spring Storm drills have been held annually in different parts of Estonia since 2003. Estonia, as well as two other ex-Soviet republics in the Baltic Region, Latvia and Lithuania, joined NATO in March 2004.

The neo-fascist trend is very much visible in the context of the invitation to NATO and in the context of policies of those who believe that Ukraine must join NATO,” the Russian Foreign Minister said.

 Tbilisi: Georgia’s “remarkable progress” has to be reflected “appropriately” at the NATO summit in Wales in September, but it is now early to say how exactly it will be reflected, NATO Secretary General Anders Fogh Rasmussen said at Bratislava Global Security Forum on May 15.

 Asked from the audience if NATO will offer its Membership Action Plan (MAP) to Georgia at the upcoming summit, Rasmussen responded: “We will definitely address our open door policy at the summit, but it’s a bit too early to say exactly how.”

 “My view is that Georgia has made remarkable progress, carried through reforms, conducted exemplary elections, contributed to the NATO operation in Afghanistan, it has done a lot to improve interoperability, so Georgia has made a lot of progress and that progress should be reflected at the Summit appropriately, but exactly how, it is a bit too early to say,” he added.

 Lithuanian FM on MAP for Georgia

 At a separate panel discussion of the same forum, GLOBSEC 2014, Lithuania’s Foreign Minister Linas Linkevičius said that NATO should have offered MAP to Georgia and Ukraine at the Bucharest Summit in April, 2008.

 “Sometimes… some colleagues say that if we are doing something it’s provocative… and it instigates counter-reaction and will not be helpful. My point is that by doing nothing we are provoking,” he said.

 Asked if NATO should offer MAP now, Linkevičius responded: “If we are talking about Georgia, they have everything they need – all the mechanisms, feedback mechanism, NATO-Georgia Commission, Annual National Program, which is same as MAP; they even have the promise that they will be members of NATO.”

 “So my point is that they have all leverages, they just need – which is the most important thing – political decision and that will come, but they should be ready by that time when that comes and I hope they will be ready,” the Lithuanian Foreign Minister said.

 At the Bucharest summit in 2008 NATO leaders decided that Georgia will join the NATO sometime in the future, but refused to grant MAP to Georgia. The Bucharest summit decision also says that MAP should be the next step for Georgia on its “direct way to membership”; references to the need of going through MAP phase before joining the alliance are also made in NATO’s subsequent decisions in respect of Georgia. Tbilisi wants to get MAP at the NATO summit in Wales, but there is no consensus about the issue within the alliance.

 Russian FM: Current Crisis Started with Bucharest Summit Decision

Joint Force Command Brunssum Conducts Exercise STEADFAST JAVELIN 1



Allied Joint Force Command Brunssum (JFC Brunssum) will, today Friday 16 May 2014, assume responsibility for conduct of the NATO-led exercise, "STEADFAST JAVELIN 1”, following a pre-planned transfer of authority, from the Estonian exercise "KEVADTORM14”, agreed between NATO and the Estonian government. Responsibility for conduct of the exercise rests with the Commander Allied Joint Force Command Brunssum, General Hans-Lothar Domröse who said: "It is my great privilege to assume command of the forces participating in Exercise Steadfast Javelin 1 today. There is no doubt the Baltic Alliance is strong. And NATO’s resolve to assure its members of the ongoing utility of the Washington Treaty remains central to our actions”.



STEADFAST JAVELIN 1 will be conducted in the spirit of NATO’s Connected Forces Initiative, using advanced technology to develop interoperability and operational preparedness and to maintain NATO’s readiness and combat effectiveness. A liaison team and participants from Allied Joint Force Command Brunssum arrived in Estonia on 14 May to liaise with their Estonian counterparts and ensure a smooth transition.General Domröse will conduct the exercising and training of approximately 6,000 personnel during Steadfast Javelin1. His presence at the Distinguished Visitor and Media Day, scheduled for 19 May, will be central to the success of the event and will provide further assurance of NATO’s commitment to the security of the Baltic region.

Successful completion of STEADFAST JAVELIN1 will confirm that Alliance forces are closely aligned and capable of providing collective defence and the delivery of effective security and stability in accordance with NATO’s stated aims.


The North Atlantic Council on 16 April 2014 agreed on a package of extra military measures to reinforce the Alliance’s collective defence in wake of the crisis in Ukraine. These measures include enhanced exercises, updated defence plans and appropriate deployments.

Canada supports NATO in promoting security and stability in Central and Easten Europe



...The Alliance as taken a series of measures to reassure its members especially in Central and Eastern Europe and to demonstrate unity, resolve and commitment to collective defence.


In the air domain, NATO has increased its air activity in Central and Eastern Europe including flying more air policing sorties over the Baltic region as well as increased training activity over Poland and AWACS surveillance flights over Poland and Romania.


In a special move that reflects the country’s commitment to NATO reassurance of Allies, Canada deployed an Air Task Force of six CF-18 Hornet fighter aircraft to Campia Turzii, Romania, where they arrived on 7 May 2014. The CF-18 fighters are to conduct multinational training exercises as part of Canada’s commitment to its NATO Allies. The Canadian Air Task Force have begun to work and train with their Romanian counterparts.


The six CF-18 fighters from 425 Tactical Fighter Squadron, based at 3 Wing Bagotville in the Province of Quebec, may later join NATO’s air policing mission in Eastern Europe. These fighter aircraft and aircrew are trained to perform air defence, air superiority, training, aerospace testing and evaluation, and tactical support missions.


The Air Task Force is composed of some 200 men and women; it is an integrated force with all the necessary operations and support functions to provide units of agile, task-tailored, scalable, readily deployable, expeditionary aerospace power.


The CF-18 Hornet is Canada’s multipurpose fighter jet, and its pilots are well trained to carry their flying missions. The participation of CAF personnel in NATO exercises and training activities provides Canada with an excellent opportunity to develop their skills and enhances their ability to operate with our NATO Allies while building cohesion within the Alliance.


The CAF’s response in support of NATO’s reassurance measures promotes security in Central and Eastern Europe. It demonstrates readiness, professionalism and commitment to the collective defence of NATO Allies.


The six CF-18 fighters, Canada deployed are one measure of Allies in demonstrating NATO resolve and solidarity. NATO’s air policing mission in the Baltic region is currently led by four Polish MiG-29 fighters and supported by four United Kingdom Typhoon fighters – both assets deployed to Siauliai, Lithuania – four Danish F-16 fighters deployed to Ämari, Estonia, and four French Rafale fighters, currently deployed to Malbork, Poland. In addition the Alliance operates AWACS platforms from France and the United Kingdom as well as one NATO AWACS aircraft over Poland and Romania. Several allies operate aircraft flying in support of NATO measures or bilateral training.

Forward, Ready, Now: US Airmen train with Nordic nations

ROYAL AIR FORCE LAKENHEATH, England: The U.S. called upon the 48th Fighter Wing to participate in a quick-response, cross-border, training exercise out of Bodo Main Air Station, Norway, May 6-8.


The exercise involved air forces from Norway, Finland and Sweden, who make up part of the Nordic Defence Cooperation which also includes Denmark and Iceland who were not participating in this exercise.


"The exercise gave us the opportunity to intermix between the Norwegian, Finnish and Swedish air forces," said U.S. Air Force Capt. Aaron Jones, 494th Fighter Squadron pilot.


While located at Bodo, approximately 40 Airmen and five F-15E Strike Eagles contributed to increasing tactical interoperability between the different air forces. They accomplished this objective by conducting defensive, counter-air exercises.


The Liberty Wing's forward presence in Europe allows them to work closely with allies and partners to ensure security and protect global interests.


"We executed timely and effective takeoffs from Royal Air Force Lakenheath in England to be able to intermix with the cross-border training exercise and practice with our allies in the North," Jones said. "To accomplish what we did shows how quickly we can reach out and help from just about anywhere."

Finnish air force Lt. Col. Aki Heikkinen, Lapland Air Command commander, expressed his perspective on working alongside the U.S. Air Force.


"We try to be as [cooperative] as possible," Heikkinen said. "We have changed from Finnish as a tactical language, to English.

Before departing from Bodo Main Air Station, Jones reflected on his training throughout the week.


"The experience has been phenomenal," Jones said. "To be up in the air with Swedish, Norwegian and Finnish air forces, executing on a global scale is a once-in-a-lifetime opportunity..."


The U.S. Air Force will continue acting collectively with NATO, NorDefCo nations, and the international community to address any challenges.


"The training we do on a day-to-day basis allows us to be prepared for any calls at a moment's notice," Jones added. "We are Forward, Ready, Now."

US begins Icelandic Air Policing

KEFLAVIK INTERNATIONAL AIRPORT, Iceland: U.S. Airmen will begin Icelandic Air Policing operations at Keflavik International Airport, Iceland, May 16, which will continue until June 5.


"We are excited to be back in Iceland again for Icelandic Air Policing," said Lt. Col. Lendy Renegar, 48th Air Expeditionary Group commander.

About 200 U.S. Airmen, F-15C Eagles from Royal Air Force Lakenheath, a KC-135 Stratotanker from RAF Mildenhall, and a C-130J Super Hercules from Ramstein Air Base will execute the mission.


The U.S. Air Force began providing protection of Iceland's airspace in 1951, when a treaty was signed establishing permanent basing there. Though the U.S. has since withdrawn its permanent presence, NATO continues to provide air policing to meet Iceland's peacetime readiness needs.


The forward presence of Airmen in Europe puts U.S. Air Forces in Europe and Air Forces Africa in a unique position to execute the United States' agreement with NATO to conduct one U.S.-sponsored operation and participate in one NATO operation in Iceland each year.

NATO Regional Bureau Opens In Tashkent




A NATO bureau on ties and cooperation with Central Asian countries has officially opened in the Uzbek capital, Tashkent.


NATO secretary-general's Special Representative for Central Asia and the Caucasus, James Appathurai attended the May 16 opening ceremony.


Appathurai, in a telephone interview with RFE/RL's Uzbek Service said the bureau will work to "facilitate cooperation" between the alliance and all Central Asian states.


Appathurai said NATO's partnership with Central Asian nations is not in competition with their relationship with Russia.

Appathurai earlier on May 16 discussed with Foreign Minister Abdulaziz Karimov the situation in Afghanistan ahead of NATO troops' withdrawal by the end of 2014.


Uzbekistan has been a member of NATO's Partnership for Peace program since 1994.
